"Education Interpretation Services for Deaf and Hearing-Impaired Students"
3.2.11 - Due to the public outcry surrounding HB 459, the bill was dropped by Rep. Don Ipson on March 2nd, 2011. Thank you to Utah's Deaf community, who all helped ensure that only the highest quality interpreting services will be provided in Utah state schools.
HB 459 would have allowed for the use of non-certified interpreters in post-secondary educational settings without appropriate screening by qualified professionals. See Below for more information on the action taken on HB 459 in 2011.

2.28.11- The Utah Registry of Interpreters for the Deaf, Inc. represents the professional interpreters of Utah in our opposition to HB 459, which allows institutions of higher learning to use non-certified interpreters in educational settings.
The consequences of this bill would be to lower State standards and potentially harm Utah's deaf and hard-of-hearing students. Students enrolled in state schools need the highest quality interpreting services. This bill will side step that screening process, and create an environment of substandard services for the deaf students.
Most importantly, the blanket acceptance of non-certified interpreters without appropriate screening by qualified professionals who are trained in certifying interpreters lacks any measure of quality control. Substandard education is unacceptable for any student – hearing or deaf.
